You have to pull a lever in another part of the level to lower those bars. Unfortunately, I don't thin a start items command will help you with that. What you had to do was go through a secret passage in the Borehole (mine2) found next to the two switches that turn on the drill. I got a screenshot to show you where it is. Go through the passage, ride on one of those platforms to the secret exit and pull the lever below.

By having a save file with that trigger all ready set, and then doing a run of that part of the level.

So do you make the save file by running the level one time, activating the trigger, go to another level, then go back to the level you want and save at the very start?

btw here's an excel file for all the critical information on each level I've working on, maybe some people can contribute to it, like the bullets and shells, nothing is final btw but I think that's pretty stuff that I've completed so far.  What do you think of the quads?  And there's 11 extra rockets to use for bosting.  I think what might happen is 6 will get used, maybe some for killing too, and 1 of the rocket packs can be skipped.

The game automatically MAKES a save at the very start, you don't have to, just backup the autosave.

Also, remember that in the real run you'd have to do this when doing multiple passes of a level ANYWAY just so that enemies are in the right positions / you can't pick up the same items twice.

I looked at it but I don't know the game well enough for it all to mean much to me just from looking at it. I doubt anyone besides Groobo and the old Q2DQ2 guys (if they're still around) will be able to give you any useful feedback on it.
